the navy cant fix it ?
maybe if citizens of hampton roades, stop depending on the navy and get some real business in here with employees that actually pay state of virginia taxes , most of the navy here files taxes in other states , thing of all the less traffic on the roads , loose a few carrier groups , send them to florida, close oceana make it a public airport with cargo terminals and attract real business here to the beach ,

We need lightrail. The cost will be only more money in the future just like they said ten years ago. The difference between us and other major cities is they see the bigger picture. It would also be greener and give those less fortunate more options.
Hampton Roads Traffic Issues
To improve Hampton Roads traffic, the region could reestablish a ride-share campaign, give car tax breaks to economy cars, encourage (non- retail) businesses to adjust shift working hours to accommodate low traffic periods for employee transit to work, and highly advertise peek traffic periods for specific entertainment/tourists events and holidays. I would go so far as to suggest Hampton Roads would realize a greater cost value per dollar spent than relying on a poorly planned government road/bridge construction contract (any day). MORE public transportation
Hampton Roads has the earliest rising population of any metropolitan area in the United States. When HRT and our local leaders finally realize that, they MIGHT make the adjustments needed to provide USEFUL public transportantion.
As an example, I work from 5:45am to 5:45pm. HRT was nice enough to put a bus stop right in front of my building. I could park at Silver Leaf and get dropped off right in front of my building ... 7 minutes late. I know, seven minutes? Who cares about 7 minutes, right? The Navy does. That's who cares. And even if they didn't, The last bus leaves at the end of the day more than an hour before I leave. There are MANY military and civilian people who work these kinds of schedules. If HRT could get people to work by 5am and let them leave work at 7pm, the buses would be PACKED and busting at the seams. Personally, I think HRT and our local leaders know all this. THEY JUST DO NOT CARE!!!
during rush hours
open ALL gates in to the military bases starting at 6am. Not enough Naval Base Police??...use the Shore Patrol or other military members trained in procedures.

We need public transportation to reach more residential areas & economic centers. Adding to the system's a means, not an end. It has to be ABLE to be used before people WANT to use it.
We need repair & in key areas expansion of bridges & roads. Adding roads & bridges should be used to ease where expansion & repair won't work. We need efficiency, not more roads.
We don't need people living closer to work like we need people able to get to work easier. Secondary roads that can handle rush hour would ease primaries. Primaries going where the people are going would ease things even more. Some areas get more traffic than others because of their nature. Increasing the capacity to there & more drivable routes would spread load.
Hampton Roads traffic woes...
Can be reduced significantly by clamping down on the offending drivers that cut folks off, and don't know how to properly and courteously merge; those who drive on the lanes that are clearly marked "CLOSED"; those who drive while chatting away on their ear-piece appendages; and those who are just plain dumb! Oh, and big rigs weaving and racing like they're in a hotrod! Where did that ever start?
You know, motorcycle riders are put through several levels of 'training' before being allowed in traffic - it should be the same for auto drivers.
I know this will require more state and local patrols, but what else are the LEO's doing that they don't get out there and make a presence in the traffic?
(Tonight while out shopping I saw three patrol cars parked so that the three could talk with each other, sitting at a K-Mart parking lot - for over two hours!)
