Fair is far...
I was there for the whole evening and in the City's defense, it wasn't like one or two times something came out and made you think "Did he just say F#$@? It sounded just like he said F%$&. Maybe I'm hearing things, but it sounded like he just dropped the F-bomb". The first time he cussed was an honest-to-goodness, needle-off-the-record, everyone stopped and went "uhhh..." moment. It wasn't once either, it was a lot of times, in every song, and you knew he was going to get in trouble while you sat there and watched it.
Almost everyone with kids packed up and left. Even the vendors were talking about it. He should have been yanked off or asked to lay off the cussing right off the bat. Festevents should have done their research a little better before they hired him. It's their fault as much as it was his, but when you look into the crowd and see as many families and children as were there, you got to have some common sense and tone it down. I like Boots Riley, I did before the show, but I wouldn't have hired him for a family-oriented festival.

Wow attack the city when they actually try to do something in the best interest of the public. Why don't you just say it? I know your itching to type it in but too afraid of your comments disappearing. ... You think she is a racist pig! Say it!
If you want to listen to vulgar language or if you teach your children that this is the norm then so be it. But I'm sorry, there is no room for this kind of entertainment in public events sponsored by the city. Try faking some standards the next time you are out in public.
The problem is that self restraint has been given a bad name. Dignity is now taboo. You people are too funny.
If no prior notification was given the error is with Fest-events
Given the history of Fest-events I think we can assume that no addendum was placed i a contract drawn up by a national performing group who has a clause in their contract allowing for Freedom of Speech. The error is with Fest-events and a public apology is in order from Karen S of Fest-events. It is a cheap attempt at covering yourselves from past mis-haps.
This is not rocket Science, if you want to set boundaries you must do them prior to the event so there is nothing unclear
Profanity
I just wish the City of Norfolk would not pick and choose who they decide to persecute. Were they trying to make an example of the performer? There are plenty of City of Norfolk employees spewing profanity on our streets every single day. Example being, a crew digging a new sewer line across the street from me, using the f-word over and over again. Or, the police officer we drove up next to, talking on his cell phone, saying f this and f that. Or, the road crew working on Little Creek, spewing mf this and mf that, as cars were sitting at the light waiting to turn.
Point being, if you are going to ticket one, ticket them all.
