Kaine should start cuts with his own pay check first. As with all companies the final business decisons are made at the top. When the company fails this is the first place cuts should be made.

How about telling the feds to shove it, as in rejecting all unfunded federal mandates (and a few funded ones as well!) as a start for cutting the budget.
Then we could move on to cutting the "fluff" out of the budget, just like those of us do with our home budgets when times are tight.
