This was most certainly caused by one, perhaps two individuals on bicycles riding on either Shore Drive or Mill Dam rd.
The funny thing was, On Thursday I could have ridden my bicycle from College dr. thru the Monitor/Merrimac tunnel to Hampton faster than the cars.
I would have accepted the ticket with pride and framed it.

As long as this area calls itself "hampton roads", an area you can not find on a map, and causes most folks from other places in Virginia to have a blank look, we are screwed. As long as we are several waring fiefdoms with bickering governments at war with each other, rather than looking out for the common good of the region, we are screwed. As highway dollars are dolled out in Richmond, the area that has no clout and no one really cares about gets none, folks in "hampton roads"......are screwed. Bend over!

I selected "none of the above".
We the tax paying voters are the ones that should shoulder the blame. In September 2003, Hurricane Isabel closed the Midtown tunnel for weeks afterward because VDOT did not the properly maintain on the floodgates. There was clamor for a new crossing but it shortly died.
"Those who cannot remember the past are condemned to repeat it." I guess the Hampton Roads area taxpayers and voters are repeating history. So what is going to change now? NOTHING!

We need additional bridges and tunnels to provide us a way out of here.
Yesterday was a disaster waiting to happen and the next time it could be with a large number of deaths.
How many years have we been asking for more? All our reps can do is fight over the problem, fold their hands and go home, and all our citizens can scabble over it.
Decisions need to be made for the benefit of the citizens not the whim of a political party.
What do we have, but a bunch of fools in office and we elected them.

There is much blame to go around for the debacle on yesterday, but the main concern should be with VDOT's inability to properly handle a crisis situation. We all know that you can make great plans but you must be ready when these plans go wrong. VDOT failed miserably and so far no one in charge has even spoken to the public. They have hidden behind a poorly prepared statement given by an uninformed PR person. First of all the storm was sometime between 9 and 10 p.m. How could a 24 hour operation not notice that the tunnel was filling with water all night? I was awe struck when the PR person stated that the pump problem was not do to lack of maintenance. Perhaps it was maintaned but improperly maintained. If all pumps had gone out I suppose we would be removing drowned victims from the tunnel. VDOT owes the taxpayers an explanation. This explanation should come from someone other than the PR person. If not, perhaps it is time for a new leader who is not afraid to stand before the public and take the heat they deserve.

With the HRBT,MMBT, and downtown tunnel back ups. If Severe weather had happened yesterday Tidewater would have had A Lot of injuries or deaths. there was NO way out of this area.
I was in Virginia Beach, and needed to get to Western Branch in Chesapeake. 264 to 64 because I read I could not get threw the tunnel. 64 I got stuck right there at exit 291 at greenbrier because 5 lanes on traffic were at a dead stop. finnaly reached 664 then exited at military because the MMBT backup was way past Bowers Hill. I drove military all the way to airline blvd. then got stuck because Portsmouth Blvd wasnt moving either.
It was so BAD yesterday the back roads were not moving either.
Its a conspiracy

Thursday's tunnel closing
Simply put VDOT is trying to pass the buck. It's time to clean house.
