Despite those complaints, the driver, Peter Anthony Saia, went from working part time to full time a month before the crash, records show.

Emergency crews were called to the Members Barber and Beauty Salon in the 1000 block of Virginia Beach Blvd. about 6:45 p.m. Derell Jovan Stephens, 35, of Virginia Beach was taken to a hospital, where he died, a Virginia Beach police news release said.
