Federal stimulus funds allocated to phantom congressional districts

Anyone checking the federal government Web site that tracks stimulus money will find that Virginia's 12th Congressional District got more than $2 million. One tiny problem: Virginia only has 11 districts. Where is the 12th, and maybe more important, where is the money?

Rejected by voters in his bid for another term and under scrutiny from a state ethics panel, Del. Phil Hamilton has decided to quit the Virginia House of Delegates.
His resignation, effective Sunday, ends a long and productive legislative career on an ignominious note but appears to have at least one benefit for him: It may also end the state ethics investigation.

RICHMOND Gov. Timothy M. Kaine will resume a teaching career when his term expires in January, taking a part-time, nontenured position at the University of Richmond as an instructor in its law and leadership schools, officials announced Thursday. A Harvard-educated lawyer, the governor previously taught at the university from 1987-93, leaving when he entered Richmond city politics.

Mitt Romney will be in Virginia Beach today to hold a news conference with candidates Bob McDonnell, Bill Bolling and Ken Cuccinelli.

They will appear together at 12:15 p.m. at the Westin Virginia Beach Town Center, 4535 Commerce St., a news release says.

The Republican candidates also are planning on holding rallies and news conferences today in Roanoke and Richmond, the release says.

Most Virginians are adamant about not wanting to raise taxes to address transportation problems, but depending on where they live, they disagree about whether fixing urban congestion is a regional or a state responsibility, according to a new poll.
Almost one of every four likely voters indicated that if the state needs to make more budget cuts, they want to start with transportation spending.
