 <title>SPSA fined $60,000 for emissions violations at plant</title>

 <description>&lt;p&gt;PORTSMOUTH
SPSA has been fined $60,000 by state regulators for years of violations involving carbon monoxide emissions from a big trash-burning power plant on the Elizabeth River.

 <description>&lt;p&gt;TFC recycling has replaced SPSA&amp;rsquo;s recycling drop-off bins around the city.&lt;br /&gt;
&amp;nbsp;&lt;br /&gt;
The Virginia Beach-based recycling company won a bid to provide drop off locations once SPSA pulled out of the recycling program at the end of last month. The new drop-off bins are located at the same 13 locations, said Ed Farmer, vice president for business development for TFC. &amp;nbsp;&lt;br /&gt;
