The last time it was below $3.50 was Feb. 21, said Katharine Beachboard, a spokeswoman for AAA Tidewater Virginia. The regional average was $3.49 this morning, AAA’s Fuel Gauge Report said. The leak was reported about 8:50 a.m. and the road was shut down from Cedar Road to Albemarle Drive and the bridge, according to Capt. Scott Saunders, fire spokesman. The leak, at 146 S.
