Property assessments have dipped for a third consecutive year, driven downward by foreclosures and short sales.
The preliminary assessed value of properties in Norfolk is down 2.9 percent overall. That means the city stands to take a revenue loss of as much as $5.6 million in the 2013 fiscal year, according to city spokeswoman Lori Crouch.</description>
