Shortly after buying three Virginia Lottery scratcher tickets, John Costner returned to ask the clerk at the Malbon Brothers Corner Mart if&amp;nbsp;one of his tickets&amp;nbsp;was real. 

It was. 

The ticket won the Virginia Beach resident the top $1 million prize in the lottery&amp;rsquo;s &amp;ldquo;Tax Free Million Scratcher&amp;rdquo; game, a Virginia Lottery news release said.
